雇主在EN473體系中應承擔的責任有哪些?

5.2.4 Employer雇主
5.2.4.1 The employer shall introduce the candidate to the certification body or the authorised qualifying body and document the validity of the personal information provided, including the declaration of education, training and experience required for the eligibility of the candidate, but shall not be directly involved in the qualification examination.
雇主應向發證機構或其授權機構介紹考生的情況，提供有效的個人信息，包括聲明其符合要求的教育背景、培訓時間和足夠的工作經歷，但不得參與考試有關事宜。
5.2.4.2 With regard to certificated persons, the employer shall be responsible for:
對于將頒發證書的人員，雇主的責任如下：
a) providing job-specific training, if necessary;有必要的情況下，提供崗前培訓
b) issuing the written operating authorisation;頒發本單位的操作授權書
c) verifying annually the NDT employee’s visual acuity in accordance with 6.4, and根據6.4條款，按年度驗證被發證人員的視力能力
d) verifying continuity in the application of the NDT method without significant interruption.證明其在該申請方法沒有重大間斷。

關于雇主的責任，我的理解是：
Confirm data on any application forms
擔保在培訓考試申請書中的內容確實可靠
Ensure qualifcation of personnel
確保檢測人員參加合適的培訓和考核發證（不同行業、不同應用范圍，需要不同的發證機構認證資格）
Authorise personnel for its tasks
人員在本單位的安排--具體崗位和工作內容
Verify correct handling of jobs
確保人員正確工作。

總結：EN473不僅是人員的資格證書，其實雇主在人員資格授證中，也是關鍵的角色，可不可缺少的角色。
